I would mostly agree with caladors. I think it depends on what you understand a miniature to be. I believe that gaming miniatures are glorified board game pieces or toys. That “All At Sea” blurb is in way too many articles on naval wargaming. All At Sea was a very small, largely unsupported, virtually unplayed micro-supplement to LotR SBG. It would be almost impossible to find the rules now.
