Actually I can think of several anime that would make good miniature war games or even just supplements for existing ones (Fairytail verse and magic for frostgrave rules, Blood and  Blunder with One Piece cursed fruit powers,  Heroic Legend of Arslan   would actually work with a number of games or be a good game itself,  Votoms is literally what inspired Heavy Gear, etc.).

That said Ghost in the Shell is a good pick for a character card skirmish game.
